Mr. Kishore Thapa, born in 1959 in Kathmandu, is the former secretary of the Government of Nepal with 32 years of experience in the civil service. He has served as the Secretary in the Ministry of Urban Development, Ministry of Education, Ministry of Tourism and Civil aviation, Election Commission and Water and Energy Commission.
He has a bachelor’s degree in architecture and master’s degree in urban planning with specialization in housing. He has studied urban redevelopment and affordable housing in the United States as a Humphrey Fellow. He is trained in various disciplines such as project management, conflict resolution, disaster management, housing and urban development. Immediately, after the devastating earthquake on April 25, 2015, he was appointed as the senior adviser to the National Planning Commission for preparing the Post Disaster Needs Assessment (PDNA) and drafting the Post Earthquake Rehabilitation and Reconstruction Policy. He has led various campaigns of national importance such as Bagmati Cleaning Campaign, Formulating Twenty Year Hydro-power Development Plan (2010-2030), establishment of cantonments for 32,000 Maoist combatants in 28 locations throughout the country in three months t, planning Outer Ring Road Project in Kathmandu Valley, etc.
Currently, he is the Visiting Faculty in the School of Engineering in Kathmandu University. He is engaged as the international expert in Myanmar for formulating the national housing policy. He is involved in several professional and social organizations and civil movements in Nepal including the Bagmati Cleaning Campaign.
