Development Partners praise progress made on reconstruction

Kathmandu, September 27: The 11th meeting of the Development Assistance Coordination and Facilitation Committee (DACFC) of the National Reconstruction Authority (NRA) has concluded that the post-earthquake reconstruction carried out with the development partners’ support has given satisfactory results. The development partners also accepted the outcome of the reconstruction.

The meeting held today also decided to have participation of high level representatives of development partners at the International Conference on Nepal’s Reconstruction (ICNR) which is slated to be held from December 7 to 9 this year.

At the meeting, representatives from development partners the World Bank (WB), Asian Development Bank (ADB), United Nations Development Program (UNDP), Japan International Cooperation Agency (JICA), Foreign, Commonwealth and Development Office (FCDO) of the United Kingdom, United States Agency for International Development (USAID), United Nations Children’s Fund (UNICEF) and United Nations Office for Project Services (UNOPS) shed light on various aspects of their technical and financial assistance in the post-earthquake reconstruction.

Country Director of the ADB Arnaud Cauchois congratulated NRA for carrying out the reconstruction task in earnest and said that he was proud of ADB’s partnership with the Authority. He also expressed confidence that the handing over of the remaining works by NRA to the concerned government agencies would be smooth.

Senior Disaster Risk Management Expert of the World Bank Kamran Akbar praised NRA’s work and assured that the WB would continue to provide assistance to the government’s initiatives towards building a disaster-resilient Nepal by reducing the disaster risks. He also informed that the WB would continue to support the National Disaster Risk Reduction and Management Authority (NDRRMA) in improving the infrastructures of schools throughout the country.

Country Director of JICA Yumiko Asukuma said that the Japan government’s assistance is not only for physical reconstruction after the earthquake but is also for reducing the disaster risks in future. Asukuma also assured to provide necessary support to make the ICNR successful.

Chairperson of DACFC and Chief Executive Officer of the NRA Sushil Gyewali thanked the development partners for their support in the post-earthquake reconstruction and expressed hope that the support would continue in disaster risk reduction and management in coming days.

Highlighting the modalities of involvement and collaboration of development partners in the upcoming ICNR, CEO Gyewali  requested partner organizations to send high-level delegations to the conference.

Chief Executive of the NDRRMA Anil Pokharel informed the meeting that the Authority is finalizing the Disaster Resilient Framework to work towards making Nepal a disaster-resilient country.

The meeting agreed to finalize the Framework after due discussion between NRA and NDRRMA and other concerned ministries and agencies and present it at the ICNR.

Member Secretary of DACFC and Secretary at the NRA Sushil Chandra Tiwari gave a welcome address and shed light on the agendas of the meeting while NRA Executive Committee member and Convener of ICNR Dr. Chandra Bahadur Shrestha gave details about the preparation of the conference and the role of development partners in the process.

Chief of the NRA’s Planning and Budget Management Division and Joint Secretary Bhagwan Aryal gave a presentation on the overall achievement of reconstruction and rehabilitation, assistance provided by the development partners and explained the NRA’s exit plan.

Representatives of Ministry of Foreign Affairs and Finance Ministry also participated in the meeting held both in person and virtual medium.

The DACFC was established in October 2016 to coordinate and facilitate the participation of development partners in the post-earthquake reconstruction.
